Kính thưa Tổng Thống,
Thật là một vinh dự lớn cho tôi được thay mặt nhân dân
Việt Nam bày tỏ lòng tri ân Ngài về cử chỉ trung thành của Ngài cho dựng quốc kỳ
Việt nam Cộng Hòa trong buổi lễ kỷ niệm 60 năm Hội nghị Bandung , ngày 24 tháng
4, 2015 tại quý quốc.
Nạn nhân của các cuộc chiến do cộng sản gây nên trong
nhiều thập niên, dân tộc chúng tôi không bao giờ ngưng đề kháng trong nước cũng
như ở hải ngoại. Do vậy, chính phủ pháp định và chính danh chúng tôi có sứ mạng
đảm trách công cuộc tranh đấu phục hồi
quyền tự quyết của dân tộc chúng tôi. Một
đặc quyền đã được minh thị công nhận và
bảo đảm trước sự hiện diện của Tổng Thư Ký Liên Hiệp Quốc bởi 12 quốc gia bao gồm
Nam Dương do Ngoại trưởng Adam Malik thay mặt và Việt Nam Cộng Hòa chúng tôi do
Ngoại trưởng Trần văn Lắm đại diện, trong Văn bản chung kết ngày 2 tháng 3,
1973 của Hiệp Định Paris ngày 27 tháng 1, 1973
“ Chấm dứt chiến tranh và vãn hồi hòa bình tại Việt Nam”.
Chúng tôi rất mong được sự hổ trợ của Ngài trong cuộc
vận động của chúng tôi thực thi một sự cam kết quốc tế khả dĩ thay đổi vận mệnh
của chúng tôi, một dân tộc yêu chuộng hòa bình, khao khát tự do và dân chủ, chỉ
muốn giành lại quyền tự quyết của mình bị cướp đoạt bởi bạo lực của kẻ ác.
Kính xin Ngài Tổng Thống thể nhận nơi đây sự khâm phục
và lòng tri ân sâu xa của dân tộc Việt Nam cùng lời kính chúc chân thành của
chúng tôi cho quốc gia Nam Dương luôn được thịnh vượng, hùng cường.

Objet : 60ème Commémoration
de la Conférence de Bandung
Monsieur le Président,
C’est
avec un grand honneur qu’au nom du peuple vietnamien, je me permets de vous
adresser par la présente, toute notre gratitude pour le geste de fidèle amitié
que vous avez témoigné envers la République du Vietnam lors de la 60ème
Commémoration de la Conférence de Bandung, le 24 Avril dernier, en y exposant notre drapeau national.
Victime
de l’agression communiste depuis des
décennies, notre peuple n’a jamais abandonné sa résistance tant à
l’intérieur qu’à l’extérieur du pays. Ainsi notre gouvernement de jure assume
en toute légitimité notre mission de recouvrer le droit à l’autodétermination
de notre peuple, droit explicitement reconnu et garanti, en présence du
Secrétaire général de l’Organisation des Nations Unies, par les gouvernements
de douze pays dont le vôtre, représenté
par le ministre des Affaires Etrangères
Adam Malik et le nôtre, République du Vietnam, par le ministre Tran Van Lam , dans
l’Acte Final du 2 mars 1973 de l’Accord de Paris du 27 janvier 1973 « sur
la cessation des hostilités et le rétablissement de la paix au Vietnam ».
Permettez-nous,
Monsieur le Président, de compter sur votre précieux soutien dans notre entreprise
de mettre en exécution un engagement international qui devrait changer le
destin de notre peuple, épris de paix, assoiffé de liberté et de démocratie,
revendiquant justement notre droit à l’autodétermination piraté par les forces
du mal.
Veuillez
recevoir, Monsieur le Président, avec l’hommage de notre parfaite considération
et la profonde gratitude de notre peuple vietnamien, nos meilleurs vœux de
prospérité pour la grande Indonésie.

Subject: 60th Commemoration of the Conference of
Bandung
Mister President,
It is with great honor that on behalf of the
Vietnamese people, I would like to hereby address this letter to you, to
express our gratitude for the gesture of loyal friendship that you have
displayed toward the Republic of Vietnam at the 60th Commemoration of the
Conference of Bandung on April 24, 2015, by displaying our national flag.
Victim of Communist aggression for decades, our people
has never given up resistance in Vietnam as well as abroad. Therefore our government de jure assumes,
with all legitimacy, our mission to recover the right to self-determination for
our people. A right that was explicitly recognized and guaranteed, in the
presence of the General Secretary of the United Nations, by the governments of
12 countries including Indonesia, represented by the Secretary of Foreign Affairs
Adam Malik, and the Republic of Vietnam by our Minister of Foreign Affairs Tran
Van Lam in the Final Act of March 2, 1973 of the Paris Agreement of January 27,
1973 on the “Cessation of hostilities and the restoration of peace in Vietnam”.
Please allow us, Mister President, to count on your
support for our undertaking of bringing about the execution of an international
commitment that would change the fate of our people, peace loving, thirsty for
freedom and democracy, justly claiming our right to self-determination that had
been usurped by the forces of evil.
Would you please accept, Mister President, our
appreciation and the deep gratitude of the Vietnamese people as well as our
best wishes for the prosperity and greatness of Indonesia.
